This pre-solicitation notice is being issued in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101(d) to satisfy the requirement to issue a 15-day public notification prior to the issuance of solicitation (HC104726R0015) for the Defense Information Systems Agency (DISA), Electromagnetic Spectrum (EMS) Services, Applied Engineering, Spectrum, and Electromagnetic Environmental Effects (E3) Engineering Analysis Support requirement. This DISA pre-solicitation notice is issued solely for informational and planning purposes. This is NOT a Request for Proposal, Request for Quote, or Invitation for Bid. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses received in response to this pre-solicitation notice are not offers and will not be accepted. Description: DISA, Program Acquisition Executive (PAE) Transport provides E3 and spectrum engineering support services and technical advice support. E3 and spectrum engineering includes the analysis of equipment and systems for potential E3 problems and recommending solutions, which includes radio frequency measurements, E3 assessments to assist the acquisition community, determining and evaluating frequency bands, and providing assistance in acquiring Host Nation approval for equipment operations.
