Economic Evaluation of Highway Investment Needs Research and Highway Economic Requirements System (HERS) Programming Support 2022 Project Extension 693JJ3

Pursuant to FAR 8.405-6(a)(1)(i)(C), the Federal Highway Administration (FHWA) intends to issue task order modification 693JJ322F00367N P00007, originally awarded under the Office of Policy and Governmental Affairs’ (HPL) BPA contract 693JJ322A000011 with Contractor Deloitte Financial Advisory Services LLP, to extend the period of performance for one year to end on September 29, 2026 and to complete work which was delayed. The delays included the government spending pause which required FHWA to ensure all contracts implemented the most current Executive Orders (EO) and the unavailability of the Office of Transportation Policy Studies (HPTS) research funding. In the interest of economy and efficiency, the new work is a logical follow-on to the original Federal Supply Schedule task order which was solicited under competive procedures. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
