Potential awardee shall be capable of furnishing all labor, materials, facilities and equipment required to provide specialized testing to determine if E2-C NIIN s (012660997 and 012677386) windows are able to meet the specifications (123USSV068) E2-D decibel resistance value of no less than 28dB). Generally, this entails inspection, testing, preservation/packaging, and shipping. Description: This is notice of the Government s intent to issue a sole source purchase order for specialized testing to determine if assets shipped to them under this contract are able to meet the specifications of E2-D windows to Texstars LLC (Cage Code: 12849) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one or a limited number of responsible sources, and no other supplies or services will satisfy agency requirements. The agency s minimum needs can only be satisfied by the unique supplies or services available from limited sources, which possess unique capabilities demonstrated as follows: Texstars LLC is the (OEM) of the E2-C and E2-D windows. Texstar is qualified and has the approved equipment and testing process to verify the E-2C windows can meet the E-2D decibel and radar wave resistance testing so those windows can be recertified for use on the E-2D aircraft. The contractor identified above is the only known source that can meet all the requirements. This is not a full and open competitive solicitation and quotes are not being requested from vendors other than Texstars. Any other responsible source capable of meeting the requirement may submit technical, delivery, pricing, and past performance data sufficient to determine capability. However, the determination to compete or not compete this requirement is solely at the discretion of the Government. To be considered for award, any such documentation must be received no later than (NLT) closing date and time listed. All respondents must be registered in the System for Award Management (SAM), ORCA, and have a valid DUNS number, Cage Code, and Tax Identification Number. If any non-OEM source is interested in any of the NSNs, please notify the Contracting Officer prior to the synopsis closing date. Responses to this announcement from other than the OEM should identify items of interest and include evidence of ability to supply the items for the contract period as identified. In addition, respondents should identify the quantity available and price. A copy of the letter of interest should be forwarded to the contracting officer identified herein and SBA PCR (steven.powell@sba.gov). The Government may alter the acquisition strategy if purchase of existing surplus or newly-manufactured inventory is in the best interest of the Government.
