The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source, Delivery Order under Basic Ordering Agreement (BOA) N00019-25-G-0003 with Northrop Grumman Systems Corporation CAGE Code 70974, of Melbourne, FL for the procurement of engineering and logistics support of engineering investigations, training, development and validation of change kits change kit procurement and change kit installation; engineering services; sustaining or production engineering support; logistic modeling and analysis; technical representative field services; and non-recurring engineering for design, development, prototyping, validation and testing to update the Avionics Flight Management Computer (AFMC) on the E-2D to add the Second generation Anti-jam Tactical Ultra High Frequency (UHF) Radio for North Atlantic Treaty Organization (NATO) (SATURN) capability to the E-2D aircraft Fleet to perform testing, reporting test results, update documentation as respective source documentation for updates to the Interactive Electronic Technical Manuals (IETM), support Government laboratory testing and associated flight tests in support of the E-2D Advanced Hawkeye, E-2/C-2 Airborne Command and Control Systems Program Office (PMA-231). A sole source acquisition will be procured under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Northrop Grumman Corporation is the sole designer, developer, and manufacturer of the Second-generation Anti-jam Tactical Ultra High Frequency (UHF) Radio for North Atlantic Treaty Organization (NATO) (SATURN) capability along with the Secure Tactical Communication Interoperability Specification (STaC-IS) capability into the E-2D Advanced Hawkeye (AHE) aircraft and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified within the required timeframe.
