This announcement constitutes a Request for Information (RFI) to identify potential procurement sources for In-Service Support and Technical Support for Foreign Military Sales (FMS) members (Egypt, France, and Taiwan) in support of E-2C/E-2D Aircraft. This effort includes, but is not limited to: - Common services to include Program Management, Configuration Management, Systems Engineering, Data Management and Logistics Management. - Sustaining services across all logistics disciplines. This includes but is not limited to Engineering, Technical Publications, Training, Supply Support, Repair of Repairables (RoR), Diminishing Manufacturing Source and Material Shortage (DMSMS), Reliability and Maintainability, Supportability and Support Equipment. - Repair Requirements to provide repair services required to return the French E-2C/E-2D items to a Ready for Issue (RFI) condition. The Government does not possess the complete Technical Data Package (TDP) for the E-2C/E-2D. If you believe you are capable of meeting this capability, demonstrate that your company currently possesses or has authorized access to the necessary technical data, or has a viable plan to obtain, generate, or otherwise secure the necessary technical data, and that it will be maintained throughout the duration of the effort being solicited. You may also highlight unique data generation techniques used by your company, or areas where modifications can be performed, or the capability can be provided, without technical data provided by the Government or Original Equipment Manufacturer (OEM.) For the FY26 through FY31 contract, interested businesses shall demonstrate the capability to meet the Government’s required timeline. You may also submit information that demonstrates how you could potentially meet this requirement for future production opportunities. The FMS E-2 program office plans to utilize these services and supplies to support E- 2 aircraft from FY26 through FY31. Additionally, the vendor will complete all projects, engineering and logistics services and provide technical assistance required under this program to support E-2 FMS In-Service Support and Technical Support efforts. Vendors must have E-2 experience and expertise in order to perform the requirements outlined. Interested vendors must meet pre- qualification requirements in order to be eligible for consideration. This is NOT a Request for Proposal (RFP). Firms that can meet the E-2 FMS requirement in the timelines identified above are encouraged to identify themselves. Vendors interested in responding to the RFI shall provide a one-to-two-page overview statement addressing the following: - Brief statement of interest/capabilities. - Any other information at vendor discretion such as catalogs, drawings/illustrations, technical manuals, training description/material, pricing, testing documentation, brochures and/or any other documentation that describes the capabilities, interfaces and specifications. - Respondents should identify any Government customer who has procured these services that meet the requirements and provide customer point of contact, including a telephone number, e-mail address or web site. Responses may be submitted electronically to the email address provided below. Responses are requested by 06/25/2025. Earliest possible response is encouraged. Responses will be reviewed, and additional information may be requested from individual vendors, if desired by the Government. This RFI does not constitute a commitment from the Government to issue a solicitation, make an award or awards, or be responsible for any monies expended by any interested party in support of the effort described above. The Government reserves the right to review and use the data submitted at its own discretion. Upon request, the Government will protect proprietary information from unwanted disclosure. The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, cost-type order under Basic Ordering Agreement (BOA) N0001925G0003 to Northrop Grumman System Corporation (NGSC) for continuing In-Service Support (ISS) and Technical Support for Foreign Military Sales (FMS) members in support of E-2C and E-2D aircraft common and unique requirements. FMS members include Japan, France, Egypt, and Taiwan. The period of performance for this order is intended to be no longer than 60 months in length, with one (1) 12-month base period and four (4) 12-month option periods. As the sole designer, developer, and manufacturer of the E-2C and E-2D aircraft, NGSC is the only source with the requisite knowledge, experience, and technical expertise to provide the required supplies and services. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source , and no other supplies or services will satisfy agency requirements.
