The Naval Air Systems Command (NAVAIR), H-1 Program Office (PMA-276), intends to conduct a competitive 8(a) set-aside procurement for services associated with on-site organizational, intermediate, and depot level aircraft maintenance and modifications in support of the USMC AH-1Z/UH-1Y. PMA-276 is seeking feedback on this Draft RFP and is hosting a Pre-Proposal Conference (Conference). The Conference will be held in Patuxent River, MD starting at 0900 EST on 11 June 2025. Vendors shall register using the attached guidance ?Pre-Proposal Conference Information? no later than 1600 EST on 09 June 2025.The Government WILL NOT reimburse participants for any expenses associated with their participation in the Conference. Please see the Draft RFP documents for required capabilities, period of performance, and contract type. NAVAIR anticipates release of the Final RFP approximately 30 days after Draft RFP release. The level of security clearance for this requirement is at the SECRET level. Update 0005: Releases the Final RFP Documents for the H-1 Modernization Effort: The Naval Air Systems Command (NAVAIR), H-1 Program Office (PMA-276), intends to conduct a competitive 8(a) set-aside procurement for services associated with on-site organizational, intermediate, and depot level aircraft maintenance and modifications in support of the USMC AH-1Z/UH-1Y. This will be a single-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract which Firm-Fixed-Price (FFP) or Cost-Plus-Fixed-Fee (CPFF) type Task Orders will be placed against. The period of performance will include a five-year Base ordering period and two additional one-year Optional ordering periods. This period of performance is the time in which Task Orders may be placed against this IDIQ. Please see the RFP documents for required capabilities. The level of security clearance for this requirement is at the SECRET level. Update 0012: The Government has updated the following document as part of Amendment 0012: IDIQ solicitation document. This update incorporates by full text DFARS Clause 252.217-7001 for Surge Option and establishes a government-specified fixed percentage for this requirement. As reflected in the updated Sections B, I, L, and M of the solicitation, the price for CLIN X008 is now fixed at 10% of the total proposed price for CLINs X001-X004 Field Maintenance. Offerors are not required to update or delete CLIN X008 from their latest proposal revision or final proposal revision (when requested). Any separate price or percentage for CLIN X008 will be excluded from Government evaluation. The value will be calculated by the Government and added to the offeror s proposed price to determine the Total Evaluated Price (TEP). This update is not a request for Final Proposal Revisions (FPRs).
