199th REG CAMP MINDEN CHEMICAL TOLIETS BASE + 4 OPTION YEARS W912NR
Summary
AI-generated · Sep 27, 2025HVAC maintenance services for DPI National Guard facilities in Pineville and Minden, LA are being sought under a firm-fixed-price contract. Proposals must cover all line items for the base year and option years, using a attached Performance Work Statement and equipment specification list. Respondents must include a capability statement showing small-business status, core competencies, and relevant registration numbers (CAGE/DUNS) with the proposal expiration date, plus evidence of required licenses and certifications with individual/company IDs and dates. The government will evaluate price first and then review the lowest-price offer for two acceptability factors (capability/credentials and licensing/certifications); if the lowest-price offer is unacceptable, the next-lowest will be considered. This is a Simplified Acquisition (FAR 13.5) action for commercial items (FAR 12), with an option to Extend Services (FAR 52.217-8) added to the total price for evaluation, and the final award will reflect the base year, all option years, and a six-month extension, not to exceed six months for the total contract life.
An amendment extended the submission window, and another amendment clarifies that Unit #2 is located in Minden, LA (not Pineville). The solicitation remains a total small-business set-aside with a brand-name reference, requires SAM registration (publicly visible), and requires UEI, DUNS, CAGE, and Tax ID numbers with the offer. All quotes must conform to the attached PWS and equipment list, with questions due by the stated deadline and electronic submission of the required quote package to the contract specialists.
PLEASE SEE ATTACHED SOLICITATION AND PERFORMANCE WORK STATEMENT Award will be made based on price and other factors as shown below. All pricing must be provided for, this requirement will not be split. If something left blank proposal will not be considered. Other factors-Each factor will be evaluated as Acceptable or Unacceptable: Provide a Capability statement that includes Companies Small Business status; CAGE/DUNS Companies Core competency; When the proposal expires. Provide evidence of license/certifications. License/Certification documentation shall show individual/Company identification/and date certified. The agency will first evaluate price, and then evaluate the apparent lowest-price proposal for acceptability under the two factors listed above. All two factors above shall be considered acceptable for award to be made. If the lowest-price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary. This is being awarded using Simplified acquisition procedures in FAR 13.5 and is considered commercial IAW FAR 12. FAR 52.217-8 OPTION - Contracting Officers when evaluating proposals for contract award, as part of the price evaluation, will evaluate the Option to Extend Services under FAR clause 52.217-8 by adding one-half of the vendor's final option price to the vendor's final option period price to the vendor's total price. The final award evaluation will include the base year, all option years, and the six month FAR 52.217-8 clause option. The FAR 52.217-8 clause is useable at periods throughout the life of the contract (i.e., after the basic period, after the end of any of the exercised option periods); but not to exceed 6 months for the total life of the contract.
