Summary

AI-generated · Jan 30, 2026

Provide surveillance and readiness support for the DOEHRS-IH and DOEHRS-HC systems, the DoD’s custom occupational and environmental health IT platforms with web apps, distributed software, data warehouses, and tailored interfaces. DOEHRS-IH tracks exposure for 4,452+ users across 2.1 million+ personnel and supports illness evaluation and readiness via the Individual Longitudinal Exposure Record; DOEHRS-HC manages hearing conservation for 17,730+ users with data analysis to improve hearing safety.

Contractors will design and implement software tools to enhance BOP/IN data collection, monitoring, and analysis within DOEHRS-IH, including batch loading to reduce manual entry, prioritized tracking for high-risk specialties, compliance with DoD standoff distance guidelines, and integration of BOP hazard data into weapons systems acquisition. Additional requirements include cognitive health monitoring, system modernization, and development efforts for both DOEHRS-IH/HC (e.g., HAZMAT, RPUID, database sharing, NIST 800-218 compliance, APIs via MuleSoft) plus critical SCR resolution and enterprise sustainment to ensure high system availability, maintenance, cyber support, and incident/change resolution; with interface support for DLA, DMLSS, ILER, and other systems, including Space Force integration.

This request is for the Defense Occupational and Enivornmental Health Readiness System Industsrical Hygiene (DOEHRD-IH) and Defense Occupational and Environmental Heatlh Readiness System Hearing Conservation (DOEHRS-HC) Surveillance and Readiness. support. The DOEHRS applications are custom-built, complex Information Technology platforms designed for the DoD's unique occupational and enviironmental health needs. They include web applications, distributed software, robust data warehouses, and tailored interfaces developed to meet specific DoD requirements which will allow unique occupational and environmental health needs. DOEHRS-IH supports exposure tracking, serving 4452+ users across 2.1 M+ personnel with data analysis for illness evaluation and readiness via Individual Longitudinal Exposure Record. DOEHRS-HC manages hearing conservation using integrated audiometer software, supporting 17,730+ users with data analysis to enhance hearing safety. Services consist of but are not limited to DOEHRS-IH Blast Overpressure (BOP) Exposure Mangement and Mitigation: To support and protect uniformed service members, federal civilians, DoD contractors, and US allies. Contractors will design and implement software tools to enhance BOP/IN data collection, monitoring , and analysis capabilities within DOEHRS-IH including : - Data Management: Capture, analysis, and tracking of BOP exposure data for personnel exposed to high-risk weapons systems.--- Batch Loading Capabilities: Efficient BOP/IN batch loading through code development to minimize manual data entry. - Prioritized Tracking: Prioritization of tracking for personnel in high-risk specialties (e.g., artillery, infantry). - Compliance and Integration: Compliance with DoD standoff distance guidelines and BOP mitigation strategies, plus integration of BOP hazard data data into weapons systems acquisition. - Cognitive Health Monitoring: Support for continuous cognitive health monitoring of BOP-exposed personnel. - System Modernization: Modernization of the DOEHRS-IH system to effectively manage BOP and IN data. - DOEHRS -IH Development Efforts (HAZMAT, RPUID, Database Sharing, NIST 800-218 Compliance, Customer Correspondence, Data Sharing): Develop and deploy new capabilities, interfaces, and functionalities. - DOEHRS-HC Development Efforts (RHRP Interface and Space Force Integration): Develop and deploy new capabilities, interfaces, and functionalities. - DOEHRS-IH/HC API Development: Modernizes data exchanges using MuleSoft to align with the DoD Data Strategy, protecting service members, civilians, contractors, and allies. Support enhanced BOP/IN data collection and analysis within DOEHRS. - DOEHRS-IH Critical User Enhancement SCR Resolution: Developing and implementing critical enhancements to the DOEHRS- IH application based on prioritized System Change Requests (SCRs) from the Services Functional Working Group (SFWG) to improve user workflow, data availability, and re-engineering. - DOEHRS-IH/HC Enterprise Sustainment: Maintains high availability of all system components (web applications, data warehouses, interface, etc.) across all environments. This includes hardware/software upgrades, service desk, data maintenance, system optimization, patching, training, Cyber, System Incident Report (SIR) and Maintenance Change Request (MCR) Resolutions. - DOEHRS-IH Interface Support: Providing targeted support for critical areas such as Defense Logistics Agency (DLA) users, Blast Overpressure and Impulse Noise capabilities, Defense Medical Logistics Standard Support (DMLSS) data imports, and interfaces with other systems (e.g., Individual Longitudinal Exposure Record (ILER) & HC).
