REQUEST FOR INFORMATION: SPE602-26-RFI-1001 DLA Energy- Worldwide Additives Program This Sources Sought Notice (Notice) serves to identify qualified Small Businesses, 8(a) Small Businesses [including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), Historically Underutilized Business Zone (HUBZone) Small Businesses, Veteran-Owned Small Businesses (VOSB) and Service-Disabled Veteran-Owned Small Businesses (SDVOSB)] that are interested and capable of providing for the Bulk Fuel requirement for DLA Energy. The potential opportunity for set-asides for small businesses and small disadvantaged businesses will be considered on the basis of the responses received. If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct. This Notice covers the Fuel System Icing Inhibitor (FSII) requirement for DLA Energy's customers in various locations throughout the United States, Guam, Europe, Japan, and the Middle East and the Diesel Fuel Additive (LIA) requirement for locations at Craney Island, VA, Houston, TX, Puget Sound, WA, and Point Loma, CA. This Notice is an essential step in determining market interest and feasibility in accordance with FAR Par10 and is for information and planning purposes only. This Notice is solely for the Government's use as a market research tool. This Notice does not constitute a request for proposals, a solicitation, or a request for quotes. All responsible sources are encouraged to submit a response to this Notice. First time vendors are encouraged to provide a Capability Statement along with their response. All information received will be considered. Failure to respond to this Notice does not preclude a firm from offering on any resultant solicitation; however, a lack of interest in this requirement may keep this effort from moving forward competitively. The Government anticipates to award Fixed Price requirements type contracts with Economic Price Adjustment. The expected period of performance is January 1, 2027 through December 31, 2028 with a 30-day carryover for CONUS and 90-day carryover for OCONUS. The total estimated quantities are as follows: FUEL SYSTEM ICING INHIBITOR (FSII) Estimated Quantity: 3,137,000 USG NSN: 6850-01-057-6427 DIESEL FUEL ADDITIVE (LIA) Estimated Quantity: 98,000 USG NSN: 9140-01-604-2853 To qualify as a small business for purposes of this Government procurement the offeror and the must be a concern that has no more than 650 employees under NAICS 325998, all other Miscellaneous Chemical Products. To qualify as a small business for purposes of this Government procurement the offeror and the must be a concern that has no more than 900 employees under NAICS 324191, Petroleum Lubricating Oil and Grease Manufacturing.
