DJ10--Heuristic Behavior Analytics (HBA) (Recompete) (VA-25-00017469) 36C10B25Q0389
Summary
AI-generated · Aug 24, 2025- A planning-focused RFI seeks SDVOSB/VOSB providers capable of delivering Heuristic Behavior Analytics (HBA) work described in the attached Performance Work Statement, including software development and production operations support. It is not a solicitation and imposes no obligation to award a contract. Respondents must provide a capabilities-focused submission (no marketing materials), with company info, proof of SDVOSB VetCert where applicable, past performance references (agency, contract value, and number), and a description of how the firm would meet the PWS. The submission should cover technical capability, relevant experience, personnel and subcontracting plans, and an assessment of whether the PWS is sufficiently detailed (with space to offer technical comments if not). There is a strict 10-page limit for the response, and proprietary information should be marked as such; file size is limited for email submission, and responses must address the specific PWS requirements.
- A separate notice communicates a change in acquisition strategy: the HBA recompete will be conducted as an SDVOSB-set-aside action on the GSA Multiple Award Schedule, with the work allocated under a service-type procurement vehicle dedicated to SDVOSB firms. The record also shows awards listed with zero dollar value, indicating early-stage planning rather than a final award. This marks a shift from an earlier recompete path toward a GSA MAS-based SDVOSB competition.
