Digital Air Data Computer (DADC) N0042125Q0106

The Naval Air Warfare Center Aircraft Division (NAWC-AD) intends to solicit and award a sole source Firm Fixed Price (FFP) contract to Innovative Solutions & Support (IS&S) to update the software on the Digital Air Data Computer (DADC), P/N 9B-81116-1, used on United States Navy (USN) and United States Marine Corps (USMC) F-5N/F aircraft. The current DADC software configuration does not include functionality to export fault codes and does not account for range and condition exceptions required for certain input signals which result in nuisance cautions displayed to the aircrew. As such, the DADC requires a software revision, which will include design, test, and qualification with the objective of exporting fault codes in an appropriate message format and eliminating nuisance cautions. Due to the proprietary nature of the DADC design and limited data rights, NAVAIR anticipates these requirements can only be met by the Original Equipment Manufacturer IS&S. The Period of Performance (PoP) will be for six (6) months from time of award. Request for Quote (RFQ) Number N0042125Q0106 will be issued on a sole source basis with IS&S under the authority implemented by Federal Acquisition Regulation (FAR) Part 6. This notice of intent is not a request for competitive quotes. However, all responses to this notice of intent MUST be received no later than 2 P.M. (EST) on 18 July 2025 to Sheryl Pope at sheryl.m.pope.civ@us.navy.mil. A determination by the Government not to compete this proposed contract upon the response to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
