Summary

AI-generated · Dec 11, 2025

Repair capabilities are being sought for the Differential Planetary Gearbox used in the NEXRAD radar system, with potential to form a 5-year indefinite delivery, indefinite quantity contract. The gearbox moves the antenna dish in horizontal and vertical axes and must bear the full antenna weight; failure prevents radar movement and severe weather detection. Current stock consists of 3 units, with a weekly issue rate around 0.1 and an average repair turnaround of about 290 days. Vendors should submit capabilities statements that demonstrate understanding of the attached SOW and include certifications required to repair these gearboxes.

Capability statements should include your company profile (SAM registration, address, SBA small business status, Unique Entity ID), primary and secondary points of contact, and any information on common commercial practices relevant to providing the needed repairs. Responses must be submitted electronically to the designated Contract Specialist by the stated deadline; responses are for market research only and do not constitute an offer or guarantee of a contract. Brochures will not be considered in lieu of the required information, and additional pertinent information you believe would aid the Government’s acquisition planning is welcome.

This Sources Sought notice is for planning purposes only and is issued in accordance with FAR 5.2 Synopses of Proposed Contract Actions provided at: https://www.acquisition.gov/far/subpart-5.2. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this Source Sought notice, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), and National Reconditioning Center (ROC), located in Grandview, MO is conducting market research seeking information regarding capabilities for an indefinite delivery, indefinite quantity contact (IDIQ) to repair the Differential Planetary Gearbox for the NEXRAD. The National Oceanic and Atmospheric Administration s (NOAA) National Weather Service (NWS) operates 158 Next Generation Weather Radars (NEXRAD) across the country. These gearboxes are used within those 158 NEXRAD sites. The NEXRAD radars provide the capability to detect severe weather and give weather observers and forecasters the ability to issue early warnings to the general public and aviation users. The gearbox is used to move the antenna dish in the horizontal direction or vertical direction while supporting the full weight of the antenna. Failure of the gearbox would prevent movement of the antenna and eliminate the radar s ability to detect severe weather. There are currently 3 units in stock with a weekly issue rate of .1 (about 33.3 weeks of stock). The average repair turn-around time is 290 days. The NWS is seeking vendor capabilities for a potential 5 year IDIQ that would involve repairing the subject gearboxes. Capability statements shall clearly show an understanding and compliance with the attachment Statement of Work (SOW), including but not limited to, certifications to repair the subject gearboxes. Please provide your company profile: Company Name as listed in System for Award Management (SAM) Company Address The North American Industry Classification System (NAICS) Code for this requirement is 811210 Electronic and Precision Equipment Repair and Maintenance. NOAA intends to award a five-year, indefinite delivery, indefinite quantity (IDIQ), firm-fixed price (FFP) contract for repair services for the Differential Planetary Gearboxes and, as needed, new Differential Planetary Gearboxes on a sole source basis to Peerless-Winsmith. This acquisition is for the repair, recondition, and potential purchase of new Differential Planetary Gearboxes. Repairs are to "Like New" operating condition, including external appearance in accordance with the original equipment manufacturer (OEM) specification drawing no. 14636-5003 Rev T. The repair and recondition price shall include the parts, materials, labor, inspection, and return shipping necessary to return the Differential Planetary Gearbox to operational specifications. Estimated $2.3 million over five years. The Government requires a sole source acquisition specifically with Peerless-Winsmith (5200 Upper Metro PL STE 110 Dublin, Ohio 43017-5378; UEID: NR9DFQKC4EM8) for the required Gearboxes because Peerless-Winsmith owns the proprietary drawing no. 14636-5003 Rev T used in repairing the existing gearboxes. No other vendor owns the right to this drawing or has sought Peerless-Winsmith s permission to use this drawing. Due to the NWS low inventory of gearboxes and the amount of time a first-article unit could take, that is not a feasible path forward. As of the date of this justification, there are 3 units in stock with a weekly issue rate of .1 (about 33.3 weeks of stock). The average repair turn-around time is 290 days. Any first article testing capabilities to reverse engineer or acquire other non-proprietary options currently are not available given the severity of risk a lapse in repairs could cause the NWS.
