PHNSY & IMF is seeking capability of a qualified contractor for the VA-Class Diesel Engine wire harness replacement (Mfr: Caterpillar model 3512B). Please provide a capability statement indicating your ability to accomplish the statement of work, supported by evidence such as past performance, certifications, etc. See attached draft Statement of Work for more details. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611 and the size standard for this NAICS code is 1,300 employees. The Product Service Code is J020 Maintenance, Repair, and Rebuilding of Ship and Marine Equipment. This request for capability information does not constitute as a request for proposals. The result of this market research will contribute to determine the method of procurement. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred. To be evaluated for technical merit and capability, statements must be received by the stated deadline. In determining whether or not to compete this requirement, the Government has sole discretion. The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) intends to solicit and negotiate a sole source, firm fixed price contract under the authority of 10 U.S.C. 3204(a)(1) and in accordance with FAR 6.301-2(a)(2). The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility intends to solicit to Hawthorne CAT Hawaii to provide installation and technical assistance of a Diesel Engine Caterpillar Model 3512B Wire Harness onboard a Virginia-Class submarine. In accordance with DFARS PGI 206.302-1, a sources sought notice, N32253-26-Q-0018 was posted to the Government Point of Entry (GPE), SAM.gov from 26 March 2026 to 30 March 2026 to satisfy this requirement. The Government received two responses from industry indicating interest in the requirement, but a capability statement was not provided. This pre-solicitation notice does not constitute as a request for quotes. Submission of any information in response to this notice is purely voluntary and the Government does not assume financial responsibility for any costs incurred. This posting serves as a pre-solicitation notice in association with N32253-26-Q-0018, in accordance with the Federal Acquisition Regulation (FAR) 5.204.
