Summary

AI-generated · Jan 21, 2026

RFI seeks information from potential vendors of all sizes, including SDVOSB and VOSB, regarding the production and/or supply of PDAC-approved therapeutic footwear for diabetics. The objective is market research to determine the availability of therapeutic footwear and related medical/surgical supplies for nationwide use, with PDAC guidance on proper HCPCS coding and potential Code Verification Review (CVR) requirements needed for reimbursement by Medicare and most other payers.

Responses should address capabilities to produce or supply these items, nationwide distribution capacity, and any pricing, data analysis, and coding contractor support related to PDAC. This information will help assess market readiness and inform potential procurement actions.

The U.S. Department of Veterans Affairs (VA), through the Office of Procurement, Acquisition and Logistics (OPAL), on behalf of the Veterans Health Administration (VHA) and the Strategic Acquisition Center (SAC), is issuing this Request for Information (RFI) in the hopes of attaining sufficient information for market research purposes. The VHA is seeking potential vendors from all categories: Large and Small Businesses, to include Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) contractor(s) for the production and/or supply of therapeutic shoes. The objective of this information is to provide market research for the availability of Pricing, Data Analysis, and Coding Contractor (PDAC) approved therapeutic footwear medical/surgical supplies for nationwide usage. PDAC is a Medicare contractor responsible for assigning and providing guidance on proper use of Healthcare Common Procedure Coding System (HCPCS) codes. Certain products require Code Verification Review (CVR) in order to be reimbursed by Medicare and most other payers. The applicable North American Industry Classification System (NAICS) codes assigned to this procurement will be either 316210 Footwear Manufacturing or 339112 Surgical and Medical Instrument Manufacturing. The Product Service Code is 6515 Medical and Surgical Instruments, Equipment and Supplies. The Small Business Administration Size Standards for both of these NAICS is 1,000 employees. Please see the attached documents.
