Summary

AI-generated · Sep 29, 2025

A sole-source contract is being pursued with Abbott Rapid Diagnostics Informatics for Hemochron Elite Module Services tied to the Remote Automated Laboratory Systems (RALS) software that posts patient test results to the Electronic Patient Record. The software module is specific to the instrumentation used for Hemoglobin A1C tests in the Primary Care Clinic and is intended to allow end users to monitor and control point-of-care testing while meeting accreditation requirements. All services and equipment must comply with NFPA, OSHA, ISO 9001:2008 quality standards, and OEM specifications; only OEM-certified technicians may perform the work, and Abbott is the OEM, with no certified third-party distributors; using non-OEM services could void warranties and increase downtime.

This is a sole-source determination, not a competitive solicitation. Responses must demonstrate clear evidence of OEM technician certification and the ability to perform preventive maintenance and services on the Surfacide Equipment in compliance with applicable regulations and at a fair and reasonable price. The government will evaluate whether competition would be advantageous, but the notice indicates that only Abbott can meet the requirements without substantial duplication of cost or unacceptable delays.
