Summary

AI-generated · Aug 25, 2025

Design-Build Single-Award Task-Order Contract (DB SATOC) for construction projects in Bulgaria and Romania to support IMCOM Europe. The arrangement would cover a five-year ordering period with a maximum capacity of $49 million, and individual task orders typically ranging from $100,000 to $5,000,000. It functions like a Job Order Contract but without a unit-price book, and some task orders may require design work; the acquisition may follow two-phase design-build procedures (FAR 16.5, FAR 36.3). A solicitation may be issued later and could include a preproposal conference or site visit, with award timing not yet fixed.

Submit a brief capabilities statement (one PDF) including company information, demonstrated capability to perform projects of similar magnitude and complexity, descriptions of qualifying projects within the past six years (location, client, and value in local currency), bonding capability, and ability to perform work in Romania and Bulgaria, plus any feedback on the proposed acquisition strategy. Include reference W912GB26X18IY in the submission. Submissions will be shared with the government project team and kept confidential; no feedback will be provided on responses. A firm must be active in SAM to be eligible for award.

This Sources Sought is for market research purposes only it is not a Request for Proposal, Request for Quote, or Invitation for Bid. There is no commitment by the Government to issue a solicitation, make awards, or pay for respondent's expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent changes. All submissions become government property and will not be returned. The purpose of this notice is to afford industry the opportunity to submit company profiles with capability statements, provide acquisition strategy feedback, and express interest in the potential procurement. The U.S. Army Corps of Engineers (USACE) Europe District is considering issuing a solicitation for a new (not a reprocurement) Design-Build Single-Award Task-Order Contract (DB SATOC) for construction projects in Bulgaria and Romania. The DB SATOC may have a five-year ordering period with a maximum capacity of $49M, and task orders for construction projects may be between $100,000.00 and $5,000,000.00 each. A solicitation may be publicized around August 2025, with a possibility of a preproposal conference and/or site-visit, and a contract award around Spring 2026. The solicitation may use the two-phase design-build procedures of FAR 16.5, FAR 36.3, and other regulations and supplements. PROJECT DESCRIPTION The DB SATOC is intended to provide quick response for facility repair, renovation, conversion, alteration, additions, construction, and the procurement/installation of minor construction, in support of IMCOM Europe. Similar to a Job Order Contract (JOC), this new contract vehicle would give the Government and Contractor opportunities for joint scoping. Unlike a JOC, however, there would not be a unit price book, and task orders may require designs. CAPABILITIES STATEMENT Vendors interested in the potential procurement should submit a brief capabilities statement as one PDF. The capabilities statement shall include the following. 1. Company name, address, point of contact, phone number, and e-mail address. Include CAGE code and UEI number from the company s SAM registration. 2. Capability to perform contracts of similar magnitude and complexity. Describe projects completed within the past six years, if work was performed as a prime or subcontractor, and include the location, customer, and project value in local currency. 3. The company s capability for bonding and to perform construction projects in Romania and Bulgaria. 4. Feedback, if any, on the acquisition strategy for the Government to consider. Email capabilities statement to the following, and reference W912GB26X18IY in the subject line of the email: Leah M Beyer, Contract Specialist at Leah.M.Beyer@usace.army.mil Ryan Fernandez, Contracting Officer at Ryandale.R.Fernandez@usace.army.mil Submissions will be shared with the Government project delivery team, but otherwise will be held in strict confidence. No feedback will be provided to respondents regarding their submissions. If you have any questions, contact the POCs above by email. Note: Any solicitation issued resulting from this notice will be in a separate announcement. A company must be registered and active in SAM to be considered for contract award. Further instructions and information can be found at https://sam.gov/content/entity-registration.
