INTRODUCTION: The U.S. Army Corps of Engineers, Japan District (POJ), is performing market research for a Design-Bid-Build (DBB) construction project. This announcement represents a market survey that is intended for planning purposes only. The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. (DFARS 236.204) Project(s) Description: The project will provide four truck offload positions with offload skids, transfer pipeline, remote secondary containment basins, new site generator and upgraded site power distribution. The project will also provide a new parking area to accommodate six refueler vehicles. Currently, there is no contingency for an alternate resupply of JP-5 should the existing DLA pipeline become inoperable. To achieve the programed 507,600 gallons of JP-5 daily, four offload skids are necessary. The requested number of skids accounts for connection, offload, and disconnection time, but assumes that the necessary tanker trucks will be available for continuous offloading throughout a 24-hour period.
