Summary

AI-generated · Aug 23, 2025

A cultural resource contractor is needed to conduct a cultural resource inventory and documentation and to prepare a technical report in compliance with Section 106 of the National Historic Preservation Act for the Flat Top Fire Reforestation Project.

The work covers areas within the 2024 Flat Top Fire burn area on the Bend-Fort Rock Ranger District, Deschutes National Forest, including Sugar Pine Ridge and portions of Forest Service Roads 18 and 22, located near La Pine and Fort Rock in Lake County. Survey areas cross several ephemeral streams (no permanent water) and face post-fire hazards such as overhead hazards from weakened trees and possible blocked road access from downed trees, which may impact survey access and methods.

THIS AMENDMENT CHANGES THE PROJECT COMPLETION DATE TO 11/30/2025. AMENDMENT AND AMENDED SOLICITATION ARE ATTACHED TO THIS POSTING. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-04. This procurement is total set aside for Small Business. The PSC is B525, Special Studies/Analysis- Natural Resource. The NAICS code is 115310, Forestry Services the Small Business Size Standard is $11,500,000.00. The Deschutes National Forest (DNF) seeks a cultural resource contractor to complete inventory, cultural resource documentation, and a technical report in compliance with Section 106 of the National Historic Preservation Act for the Flat Top Fire Reforestation Project. In Fall 2024, the Flat Top Fire burned a significant portion of the southeast corner of the Bend-Fort Rock Ranger District of the Deschutes National Forest. At this time, the district is considering potential reforestation projects within the fire perimeter in alignment with Forest Service direction. Located approximately 25 miles southeast of La Pine, Oregon and approximately 13 miles north of Fort Rock, Oregon in Lake County (T23S R13E & R14E; T24S R13E & R14E), the project area includes portions of Sugar Pine Ridge and segments of Forest Service (FS) Roads 18 and 22 (Figure 1). Several ephemeral streams cross the survey area, but no permanent water features are present. Apart from the main roads noted above, several other FS system roads of varying conditions crisscross the project area providing access to survey areas. All survey areas are located within the 2024 Flat Top Fire burned area. Post-fire hazards, including overhead hazards from fire weakened trees, are common. There is also a high potential for blocked road access from downed trees.
