The Naval Facilities Engineering Systems Command, Mid-Atlantic is seeking eligible small business firms capable of performing all work required to completely demolish and remove Building 532, a vacant 3-story student barrack building with a partial basement, and Building 132H, a vacant 4-story student barrack onboard Naval Station Great Lakes in Great Lakes, IL. This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision-making process and will not be disclosed outside of the agency. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns. The Naval Facilities Engineering Command, Mid-Atlantic is seeking eligible Small Businesses capable to perform a proposed contract. Large business submittals will not be considered. No reimbursement will be made for any costs associated with providing information in response to this announcement or any requested follow-up information. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. No drawings or specifications will be made available at this time. Respondents will not be notified of the results of this market research. General Work Requirements: Except where otherwise stated, the Contractor shall furnish all labor, tools, transportation, supervision, materials, inspections, equipment, and safety compliance necessary to perform all work required to completely demolish and remove Building 532, a vacant 3-story student barrack building with a partial basement, and Building 132H, a vacant 4-story student barrack onboard Naval Station Great Lakes in Great Lakes, IL. The demolition work includes, but is not limited to: 1. Preparation and Mobilization Hazardous Material survey Secure site with appropriate fencing, signage, and safety measures to ensure the protection of personnel and adjacent properties. 2. Demolition Safely and systematically demolish the entire structure, including foundations, utilities and all related components. Ensure dust control, noise mitigation, and adherence to environmental regulations. 3. Debris Removal Remove and dispose of all debris, materials, and waste generated from the demolition in accordance with local, state, and federal regulations. Restore the site to a clean, level condition, suitable for future use as specified by the project requirements. Building footprint is to be backfilled, compacted, graded, and seeded. The demolition for both buildings comprises the entire building including all foundation walls, foundation footings, all individual column footings, and associated utilities. Building 532- The basement is currently flooded and will require pumping out prior to the hazardous materials survey and abatement. This step must be completed before proceeding with the full demolition of the building. This is a new procurement and does not replace an existing contract. The anticipated award of this contract is July 2026. The North American Industry Classification System (NAICS) Code for this project is 238910. Site Preparation Contractors, with a small business size standard of $19,000,000. If the resulting solicitation is set aside for small business firms, it will include FAR clause 52.219-14, Limitations on Subcontracting. If adequate interest is not received from Small Business concerns, the solicitation will be issued as unrestricted without further notice. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirements to be consistent with industry capabilities. The intent of this pre-solicitation synopsis is to notify potential offerors of a Firm Fixed Price (FFP) standalone contract to provide construction and demolition services to demolish two (2) vacant barrack buildings at Great Lakes Naval Station, Great Lakes, IL. A sources sought notice was posted on 7 January 2026 under Notice ID ACQR6129375 to determine availability and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a Service-Disabled Veteran Owned Small Business set?aside. The Contractor shall furnish all labor, tools, transportation, supervision, materials, inspections, equipment, and safety compliance necessary to perform all work required to completely demolish and remove Building 532, a vacant 3-story student barrack building with a partial basement, and Building 132H, a vacant 4-story student barrack onboard Naval Station Great Lakes in Great Lakes, IL. The work identified is to be provided by means of a Firm-Fixed Price (FFP) contract. The estimate for this contract is between $5,000,000 and $10,000,000 and period of performance is 520 calendar days. Source Selection procedures will be used to select the proposal that provides the lowest price and is technically acceptable to the Government. Offerors will be evaluated using the Lowest Price Technically Acceptable (LPTA) method. In order to permit efficient competition, the Navy will utilize the following methodology: Proposals will initially be screened for price and placed in order of price (lowest price to highest Price). The Navy will then evaluate the non-price factors of the lowest priced proposal. The Navy will award to the Lowest Priced Technically Acceptable proposal. However, if the lowest priced proposal is not found to be technically acceptable, the Navy, at its sole discretion, reserves the right to increase the number of proposals it will review, until the Government identifies a technically acceptable proposal. Accordingly, under this methodology, the non-price factors of some proposals may not be evaluated by the Navy. If discussions are deemed necessary by the Contracting Officer, all proposals will be evaluated (both non-price and price) for the purpose of establishing a competitive range. The solicitation and resulting contract award will be a firm-fixed price construction contract made to the responsible offeror whose proposal, conforming to the Request for Proposals (RFP), will provide the best value to the Government. The North American Classification System (NAICS) for this procurement is 238910; the size standard is $19 Million. Offerors will be required to submit with their offer a bid bond of at least 20% of the proposed price, not exceeding $3 Million. The proposed procurement listed herein is a competitive Service-Disabled Veteran Owned Small Business set-aside procurement.
