Defense Sexual Assault Incident Database (DSAID) Defense Business System DMDC-SAPRO-DSAID-SSN

The Defense Human Resources Activity is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in, and the resources for, providing services in accordance with the draft Performance Work Statement (PWS). The Defense Manpower Data Center (DMDC) and the Sexual Assault Prevention and Response Office (SAPRO) are seeking vendors capable of providing technical support, functional ability, policy compliance, data management, system training, and communications to sustain the Defense Sexual Assault Incident Database (DSAID) Defense Business System. This notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. In addition, it does not guarantee that a subsequent solicitation will be issued. Submission of any information in response to this Sources Sought Notice is voluntary and will assist in selecting the appropriate solicitation type/method. Costs associated with any submission shall not be reimbursed by the Government. THE GOVERNMENT IS NOT SEEKING PROPOSALS AND WILL NOT ACCEPT UNSOLICITED PROPOSALS.

The Defense Human Resources Activity Acquisition Management Directorate intends to make a single award for Defense Sexual Assault Incident Database Support Services with a 90-day transition period, 9 May 2026 to 8 August 2026, a nine (9) month base period, 9 August 2026 to 8 May 2027, and four (4) twelve-month options periods. Work consists of support services for the continued maintenance, operation, and further development for the Defense Sexual Assault Incident Database (DSAID) to impact system access, sexual assault case management, sexual assault victim care and advocacy, reporting, document management, and enhanced reporting capability. This acquisition is being offered for competition to eligible Small Businesses under the GSA eBuy Multiple Award Schedule, Information Technology Professional Services, SIN 54151S GSA. No further information will be posted to SAM.Gov. The North American Industry Classification System (NAICS) code for this project is 541512 Computer System Design Services and Product Service Code (PSC) DA01 with a small business size standard of $34 million. The anticipated issuance date for this solicitation is projected to be on or about 30 December 2025 to be posted on GSA as a total small business set-aside.
