Summary

AI-generated · Sep 28, 2025

A planning request for information seeks a TheraDoc or an equivalent solution and asks vendors to provide a Product Description and indicate whether their team can comply with the subcontracting limitations if this were issued as a set-aside solicitation. It is not a solicitation, there is no guarantee of a contract, and responses are for government planning only. The government will use the information to inform a potential future procurement and does not offer payment for responding.

If this were issued as a set-aside, respondents must certify compliance with the VA’s limitations on subcontracting. For services, no more than 50% of the contract value can be paid to firms that are not VIP-listed SDVOSBs or VOSBs; for general construction, the limit is 85%; for special trade construction, 75% (with materials costs excluded). Respondents may need to provide documents or records to prove compliance during performance or at award, and false certifications can carry penalties. A signed certification must accompany any bid or proposal.

Request for Information (RFI) This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation, or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please find the attached Product Description, In addition to providing a response to the attached Product Description please confirm that your team can or cannot comply with the below FAR clause if this were issued as a Set-Aside type solicitation. VA is searching for a TheraDoc or equal solution for this acquisition.
