This is a SOURCES SOUGHT NOTICE only looking for businesses to provide the services listed in the Statement of Work below for market research purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. Responses to this notice will be treated only as information for the Government to consider as part of their market research efforts. The information provided will be used by the Government in developing its acquisition strategy regarding possible set aside for Service-Disabled Veteran-Owned, Veteran-Owned, and other socio-economic categories of small business. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this notice and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this notice. PRELIMINARY STATEMENT OF WORK Scope of Work: Provide a comprehensive program for firefighter training, apparatus, equipment inspection, and crew scheduling in a single platform. Background: The VA Black Hills Health Care System requires a program capable of providing a comprehensive platform specifically designed for the fire protection industry, providing a broad range of continuously updated, shared and current emergency service response training and tracking. Additionally, to be included is fire department apparatus daily, weekly, quarterly, and annual inspections and maintenance, as well as equipment inventory tracking for use and condition assessments through reporting and firefighter work scheduling. The platform requires resources for tracking annual firefighter proficiency training in accordance with NFPA standards and annual certification training acceptable to CAPCE standards for continued educational requirements to maintain emergency medical technician (EMT) certification acceptable to National Registry of Emergency Medical Technicians (NREMT). CONTRACTOR REQUIREMENTS Technical Requirements/Tasks: Provide a comprehensive combined firefighter training, apparatus, equipment, and scheduling program capable of furnishing detailed reports on all aspects and has a history of staff support in implementation, train-the-trainer, and record keeping. Must be accredited through CAPCE, the Commission on Accreditation for Pre-Hospital Continuing Education. Shall provide accredited EMS continuing education courses that may directly report to NREMT. Provide NFPA 1001, NFPA 1021, NFPA 1410, NFPA 1500, as well as Occupational Safety and Health Administration (OSHA) courses with flexibility for agency to input and create and track its own training priorities such as policy reviews and physical fitness tracking. Provide for record keeping and reports. Apparatus and equipment inspections and management capable of providing management system for conducting inspections of equipment, apparatus, and inventory. 24/7 real-time views of equipment status and location. Push notifications, email alerts, and custom check-step comments to communicate the completion of an inspection, create check-step comments, or notify supervisors of issues. Provide a workforce management and employee resourcing software built for the complex organizational tasks for mission-critical industries. Provide for convenience of checking schedules and requesting a day off or shift trade electronically. Provides the ability for supervisors to check, approve, or deny requests as needed electronically. The ability to send mass employee notifications via calls/texts/pages/push notifications to a team or the entire department. Contractor to perform the service without direct government supervision. Contractor will provide an implementation manager for coordination of project meetings and deliverables. Contractor shall not access government system without prior coordination. No contactor will be on site for the work described. Contractor will work through assigned departmental staff for implementation and maintenance.
