The contractor shall provide a comprehensive software as a service (SaaS) platform solution to ensure continuous, secure, and reliable access for all authorized users. This includes maintaining 24/7/365 platform availability, delivering all application functions through a hosted cloud based environment, and providing unlimited technical support during standard business hours (Monday through Friday, 8:00 a.m. to 7:00 p.m. CST), as well as emergency only support outside of those hours. The Contractor shall ensure that no Personally Identifiable Information (PII) is collected, stored, processed, or utilized in the performance of this requirement beyond what the Government expressly authorizes. For this effort, the only PII permitted for use shall be employee names and employee email addresses.

Provide that Friday, May 22, 2026, at 3:30 p.m. EST. is the deadline for the submission of any questions from industry on this solicitation. 2. Provide additional information as to capabilities of the scheduling software. Regarding the capabilities of the scheduling software, the Government is seeking a scheduling environment that supports multiple operational rules, constraints, and variables beyond standard shift assignment. This includes the ability to: Schedule staff across multiple roles or units Apply staffing ratios and coverage rules based on patient needs or census Manage rotating, irregular, or non standard shift patterns Prevent scheduling conflicts such as overlapping shifts or unauthorized overtime Support employees who work across multiple departments or locations Respond to dynamic, frequently changing coverage needs Accommodate approval workflows, seniority rules, or bidding processes when required/applicable 2. Provide notification to all interested vendors updated industry questions Government responses Question: A vendor asked whether the Government would accept a delivery approach in which the solution is developed and deployed within the Department of Veterans Afrfairs existing Microsoft Power Platform environment, leveraging VAowned licenses and enterprise cloud infrastructure. Under this model, the Government would host the solution within its authorized environment, while the vendor would be responsible for development, deployment, and ongoing maintenance of the application. Under the aforementioned approach, the vendor is seeking confirmation that compliance requirements would align primarily with the VA s existing ATO framework for internally hosted applications, rather than a standalone SaaS review process associated with externally hosted solutions. Government Response: It depends on if the application can be hosted on the VA baseline platform. If the application requirements are outside of the VA baseline then the answer would be no. If the application does not require anything outside of the VA baseline then it could be hosted within VAEC. It would still require a review from the SaaS team. The review is not required prior to submitting an o er, but the o eror must be aware that successful award will be contingent upon completing and passing the SaaS review. 2.The Request for Quote is formally extended to 5/29/2026 at 13:00 PM EST. 3.
