Page 3 of 3 NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 5), Martinsburg VA Medical Center located at 510 Butler Avenue, Martinsburg WV, 25405 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a sole source award IAW 41 USC 3304(a)(5), 38 U.S. Code 8127(c), as implemented by RFO 6.103-1 - Only one responsible source and no other supplies or services will satisfy agency requirement, under the authority of VAAR 819.7009: Sole Source award to certified VOSB, RFO GSA orders IAW 538.7104-3(a),and FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quantity required because the supplies or services are unique or highly specialized. The Acustaf Software is currently used by the facility. Acustaf is an SBA, Certified Veterans Owned Small Business (VOSB) and sells this product on GSA contract. There is an existing National BAA with Acustaf. 3001 Acustaf Labor Management System utilizes an HL7 interface with Veterans Health Information Systems and Technology Architecture (VistA) that brings in real time Admit, Discharge, and Transfer information. Utilizers and Human Resources (HR) interface (PAID 450, PAID 200) that brings in several points of data validation for VA Nursing Outcomes Database (VANOD) including series, position, grade, step, licensure information, EOD, degrees, other schooling, Budget Object Code (BOC), ALBCC, Occupation Series Code and Office of Nursing Service (ONS) to create strategic plans based on retrievable and accurate dates. The software is proprietary and highly specialized. The system provides automated data extraction tools that are necessary to effectively assign staffing resources, monitor standards of care, and pull from systems that already have the data entered in them to avoid duplicate effort and to feed the other downstream data systems.
