The Government intends to award a stand-alone contract to Kpler Inc. (Kpler). The Energy Security Division (ESD) has a critical, core mission requirement for analysis and reporting on global energy events and conditions affecting U.S. energy security interests. Kpler s global energy market intelligence will provide DOE with information that is essential for timely, accurate, and comprehensive reporting and analyses on energy events and developments affecting global energy markets, consistent areas of interest for DOE s and ESD s stakeholders. Along with products, Kpler will provide access to the company s SMEs. ESD intends to purchase subscription products and services from Kpler due to their comprehensive energy market intelligence platform to access real-time commodity product flows data for Crude Oil, Liquid Natural Gas, and Refined Products, Global Inventories Analytics, Global Refinery production and volumes, Short-Term Forecasting, plus access to Webinars, Subject Matter Experts, and Proprietary Models and Data. This notice of intent is for information purposes only and not a solicitation or request for quotes. All responsible sources eligible to meet this requirement must respond in writing by the closing date of this notice. The written response must be supported with strong and convincing evidence that clearly articulate the company's ability to satisfy the Government s requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses that demonstrate comparable capability are received by the notice due date and time, then a sole source acquisition award will be made. A determination by the Government not to compete this proposed award based upon responses to this notice is solely within the discretion of the Government.
