THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS. This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 13.106-1(b)(2) and 13.501(a) - Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements and is not a request for competitive proposals. The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate on a sole source basis with Cvent Inc., 1765 Greensboro Station Place, 7th Floor, Tysons Corner, VA 22102 on an other than full and open competition basis to obtain Cvent Enterprise Platform License. With the Return to the Physical Workplace (RTPW) effort, NIAID at 5601 Fisher Lane is experiencing an uptick in conference events. Cvent Enterprise Platform Licenses necessary to assist event organizers in preparation for their events. This software aids NIAID in generating websites for event attendees to register for upcoming events occurring onsite at 5601 Fishers Lane. These websites aid in determining attendee head count, providing viable information pertaining to NIAID events, such as parking, agendas, food options, badging & entry procedures, etc. Without these websites, NIAID event attendees may find it more difficult to obtain the necessary information to ensure that on the day of their event things go smoothly, attendees are well informed, and no negative impacts or impediments occur to scientific presentations, such as presenters being delayed at security check-in because they were not formerly aware of entry procedures, specified parking, or registration requirements. In addition, the Cvent registration sites provide a layer of security that allows the meeting organizers to compile a list of attendees in advance to give to the building security services to confirm and screen attendees upon their arrival at 5601 Fishers Lane. Lastly, with the wide array of meetings, events, and symposia NIH/NIAID provides that cater to various aspects of biomedical and health-related research designed to facilitate the exchange of scientific knowledge, foster collaboration, and promote advancements in health research, it is essential these websites are created to aid in Keeping the Science Moving here at NIAID. NIAID s conference and event system is integrated with Cvent Enterprise Platform and to switch to a different system will require a different system setup and new programing. Only one award will be made as a result of this notice. This will be awarded as a firm-fixed price purchase order. This requirement is BRAND name only. The period of performance for this requirement will be a Base year for 12 months and four (4) option periods as noted in the table shown below. The Government plans to award a contract for this requirement within 7 days of this notice. The statutory authority for this sole source requirement is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1 (b)(1)(i) only one source available, no substitutions possible. THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS. All responsible sources who can provide the Cvent Enterprise Platform License should submit a capability statement via email to Linda Smith at Linda.Smith2@nih.gov by 10:00 pm EST on September 29, 2025. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Any responses received by NIAID after this date and exact time specified are late and will not be considered. This notice does not obligate the Government to award a contract or otherwise pay for any information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
