This is a Sources Sought notice (hereinafter Notice). This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to this Notice will assist the Government in determining the appropriate acquisition method and determining interest and capability of potential vendors for this type of requirement. All costs associated with responding to this Notice are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any trade secrets and commercial or financial information that is privileged or confidential contained within their response. The U.S. Government will neither be liable for nor suffer any consequential damages resulting from any commercial or financial information that is privileged or confidential not properly marked and clearly identified. Information received in response to this Notice will be safeguarded and handled in accordance with applicable statutes, including the Freedom of Information Act and the Federal Acquisition Regulation (FAR) policy. Respondents may execute a Non-Disclosure Agreement (NDA) with the U.S. Department of the Treasury, Bureau of Engraving & Printing (BEP). The U.S. Department of the Treasury, Bureau of Engraving and Printing (BEP) has interest in and is seeking information regarding the capability to supply offset, intaglio, and letterpress inks for the printing of Federal Reserve Notes. There are currently multiple offset inks for every denomination except $1 and $2. In addition, there are multiple green opaque or transparent intaglio as well as magnetic or non-magnetic black inks. Letterpress inks are also used. Respondents are to understand that the ink to be manufactured and supplied shall meet all specification requirements. Specifications for these materials are available upon submission of a written request with a letter of intent to the point of contact identified above. Companies requesting specifications may be required to sign a Non-Disclosure Statement (NDA) before receipt of specifications. The BEP reserves the right to deny the request for copies of the specifications. See attached.

NOTICE OF INTENT TO SOLE SOURCE Title: Notice of Intent to Award a Sole?Source Contract Agency: Bureau of Engraving and Printing (BEP), U.S. Department of the Treasury NAICS Code: 325910 Printing Ink Manufacturing PSC: 6810 Chemicals Authority: FAR 6.3021, Only One Responsible Source 1. Description of Requirement The proposed acquisition is to acquire specified Machine-Readable intaglio ink that exhibits machine-readable characteristics. The inks will be used: (1) in the manufacture of U.S. currency and other U.S. security products at the BEP ECF and WCF facilities and (2) for use in test printing related to change management and continuous improvement efforts. The IRD inks must be compatible with BEP intaglio presses and meet the specialized U.S. Currency Program (USCP) Catalyst Family Design (CFD) requirements. This acquisition supports BEP s mission to produce U.S. currency and other security products. 2. Intended Source Vendor: SICPA Securink Corporation UEI: JXZLMHMXAFB4 The intended source is the only known vendor with the technical capability, proprietary processes, and production capacity to meet BEP s requirements. 3. Sole?Source Justification Summary Market research conducted by BEP indicates that no other responsible sources can meet the Government s minimum needs. The requirement involves unique, security?sensitive materials and specialized production methods not available commercially or as nondevelopmental items. As a result, only one responsible source is capable of providing the required supplies in accordance with FAR 6.302?1. 4. This Notice Is Not a Request for Proposals This Notice of Intent is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond. Any submissions must demonstrate the ability to meet BEP s requirements without requiring substantial Government?funded development. 5.
