All costs associated with responding to this Notice are solely at the responding parties' expense. Respondents are solely responsible for properly marking and clearly identifying any trade secrets and commercial or financial information that is privileged or confidential contained within their response. The U.S. Government will neither be liable for nor suffer any consequential damages resulting from any commercial or financial information that is privileged or confidential not properly marked and clearly identified. Information received in response to this Notice will be safeguarded and handled in accordance with applicable statutes, including the Freedom of Information Act and the Federal Acquisition Regulation (FAR) policy. Respondents may execute a Non-Disclosure Agreement (NDA) with the U.S. Department of the Treasury, Bureau of Engraving & Printing (BEP). The U.S. Department of the Treasury, Bureau of Engraving and Printing (BEP) has interest in and is seeking information regarding the capability to supply offset, intaglio, and letterpress inks for the printing of Federal Reserve Notes. There are currently multiple offset inks for every denomination except $1 and $2. In addition, there are multiple green opaque or transparent intaglio as well as magnetic or non-magnetic black inks. Letterpress inks are also used. Respondents are to understand that the ink to be manufactured and supplied shall meet all specification requirements. Specifications for these materials are available upon submission of a written request with a letter of intent to the point of contact identified above. Companies requesting specifications may be required to sign a Non-Disclosure Statement (NDA) before receipt of specifications. NOTICE OF INTENT TO SOLE SOURCE Title: Notice of Intent to Award a Sole?Source Contract Agency: Bureau of Engraving and Printing (BEP), U.S. Department of the Treasury NAICS Code: 325910 Printing Ink Manufacturing PSC: 6810 Chemicals Authority: FAR 6.3021, Only One Responsible Source 1. Description of Requirement The proposed acquisition is to acquire specified Machine-Readable intaglio ink that exhibits machine-readable characteristics. The inks will be used: (1) in the manufacture of U.S. currency and other U.S. security products at the BEP ECF and WCF facilities and (2) for use in test printing related to change management and continuous improvement efforts. The IRD inks must be compatible with BEP intaglio presses and meet the specialized U.S. Currency Program (USCP) Catalyst Family Design (CFD) requirements. This acquisition supports BEP s mission to produce U.S. currency and other security products. 2.
