AI-generated · Sep 17, 2025

Develop and provide both a technical proposal and a price proposal based on the existing design. The technical proposal must include all submittals required at the proposal due date, and the price proposal must list prices for each item of equipment, labor, maintenance, and travel. Perform all wiring, hardware installation, programming, and engineering needed to deliver a fully functional audiovisual system for the courtroom that matches the design (attachment 1). Work must be completed in a clean, professional manner with no disruption to workspace, court employees, or proceedings, between 8:30 AM and 5:00 PM, Monday through Friday; construction debris must be promptly removed, dust controlled, and the site fully cleaned at project conclusion; cables must be labeled and neatly managed.

Offerors must have prior federal District Courthouse AV experience with equipment racks. The project requires procuring, installing, and programming all video equipment listed in the proposal, integrating existing audio and OFE equipment with the new non-OFE video equipment, and procuring and installing all wiring and materials. Provide a complete wiring diagram and source codes for applicable equipment, along with as-built documents and equipment lists including serial numbers. The work will be performed without subcontracting, at the Theodore Roosevelt Federal Courthouse in Brooklyn. The period of performance is 210 days from authorization to begin, which occurs upon acknowledgment of the purchase order. Technical requirements include installing a new soft codec system that uses existing OFE PTZ cameras for videoconferencing, enabling laptop connections in the courtroom for Teams, Zoom, and other platforms, and upgrading existing video processors, touch panels, and evidence monitors for the upper bench (Judge) and lower bench (Deputy).

The scope of work for this project includes the following tasks and deliverables: Develop and provide both a technical proposal and a price proposal based on the existing design. All stages of work including wiring, hardware installation, programming, and engineering services required to provide a fully functional audiovisual system similar to the design of the existing system for the courtroom (See attachment 1). All work is to be done in a clean, professional manner. Disruption to workspaces, court employees, and court proceedings must be avoided. Work is to be completed between the hours of 8:30AM and 5:00PM Monday to Friday. Any construction debris must be removed promptly.
