Summary

AI-generated · Apr 21, 2026

Vendors with integrated rugged/industrial tablets paired with enterprise-grade software are sought to modernize daily correctional staff duties. This is a market-research RFI; responses are voluntary and will be used for information only, not as proposals or bids, and will not be awarded as a contract.

Requirements cover hardware that is Trade Agreements Act (TAA) compliant and rugged, with strong access controls (e.g., multi-factor authentication, biometrics, and/or PIV for staff logins). The system should provide presence verification via NFC, RFID, or QR codes to prove location entries, support digital templates for housing unit logs, headcounts, and incident reports, and allow multimedia attachments and voice-to-text input. It must operate offline and automatically sync when connectivity is available, maintain an auditable, tamper-resistant trail tied to user IDs and timestamps, and include AI analytics for behavior and risk detection as well as AI-assisted redaction of faces or sensitive identifiers in video/photo evidence. Additional requirements include interoperability with existing correctional management software and external data sources, centralized mobile device management, and automated reporting for compliance and trend analysis. Training (including train-the-trainer), 24/7/365 technical support with SLAs, and visibility into pricing (one-time, implementation, recurring maintenance/licensing) are also sought, along with information on real-world deployment use cases.

This Request for Information (RFI) is posted as a means of conducting market research and there is no solicitation currently. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for the information requested. Responses are purely voluntary and will be treated as information only and not as a proposal. The Federal Bureau of Prisons (FBOP) is seeking information from vendors who have integrated a rugged/industrialized tablet with enterprise level software. The intent of this solution would be to modernize daily correctional staff duties. Interested vendors are requested to submit capability/qualification statements with the relevant information requested below by May 4th, 2026. Hardware & Physical Security Requirements Compliance: Trade Agreemets Act (TAA). Ruggedization: Information on devices ruggedness. Access Control: Provide information on access controls such as support multi-factor authentication including secure PINs, biometric verification (e.g., fingerprint or facial recognition), and or PIV access for staff logins, etc.. Operational & Digital Logging Requirements Presence Verification: Information on capabilities for the system to utilize NFC, RFID, or QR code scanning to provide verifiable proof of location specific entries and data. Real-Time Documentation: Information on capabilities to provide digital templates for housing unit logs, headcounts, incident reports, and other correctional institution data. Capabilities for supporting multimedia attachments (photos/audio) and voice-to-text input. Offline Synchronicity: Information on the systems capability to fully functional in areas with zero network connectivity. Abilities to automatically and securely sync to the central server immediately upon re-establishing a connection. Audit Trails: Ability to maintain forensic integrity of entry, edit, or deletion within the system including time-stamped and tied to a specific user ID to ensure a permanent, unalterable audit trail. Artificial Intelligence & Analytics Requirements Behavioral Analytics: Information on capabilities for AI analyzation of historical and real-time data to identify anomalies in inmate movement or routine that may indicate a security risk or "hot spot." AI Reports: Abilities to utilize AI capabilities to produce detailed customized reports from staff inquiries. Automated Redaction: Capabilities for the system to provide AI-driven tools to automatically redact faces or sensitive identifiers in video and photo evidence to comply with privacy and legal discovery requests. System Integration & Compliance Requirements Data Security: Information and capabilities for data security. System Interoperability: Ability to integrate with current Correctional Management software, and other external data sources. Centralized Management: Capabilities for Mobile Device Management allowing administrators to push updates, restrict applications, and remotely "kill" or wipe lost or stolen devices. Reporting Engine: Ability to generate automated daily, weekly, and monthly reports for compliance monitoring, shift summaries, and facility-wide trend analysis. Support & Sustainability Requirements Training: Capabilities to provide a comprehensive training program, including "train-the-trainer" model, digital user manuals, and course curriculum. Technical Support: Capabilities for offering 24/7/365 technical support with defined Service Level Agreements (SLAs) for hardware replacement and critical software patches. Implementation Costs Associated Costs: Available information regarding pricing structure to include one-time costs, implementation costs, and annual recurring costs, or recurring maintenance, licensing costs, etc.. Industry Use Any relevant currently deployed use cases.
