This action is being awarded on a sole source basis to Bell Boeing in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304(c)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this follow-on effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical expertise in retrofit and integration to ensure the CAH retrofit kits are produced to exacting standards and provided within the required schedule. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. However, the Government will consider any capability statement received within 15 days of publication of this synopsis. A determination by the Government not to compete this proposed delivery order based upon responses to this notice is solely within the discretion of the Government.
