REQUEST FOR INFORMATION SPE603-26-R-5X22 FUEL SERVICES AND OPERATIONS SUPPORT IN AL UDEID AIR BASE, QATAR Defense Logistics Agency Energy is seeking information on industry capabilities/interest/potential sources for the receipt, storage, transfer and shipment of Aviation Fuel Grade JP8, Diesel Fuel and Automotive Gasoline in Al Udeid Air Base (AB), Qatar. This announcement constitutes a Request for Information (RFI) only; there is no solicitation at this time. The Government is neither negotiating nor calling for offers at this time. This announcement is an expression of interest only and does not commit the Government to pay for any response preparation cost. The Government will not make an award on the basis of this RFI. CONCEPT OF SERVICES OPERATIONS: Fuel storage and services would primarily consist of receipt, issue, storage, additive injection, transfer, inventory, maintenance of U.S. Government-owned JP8, Diesel Fuel and Automotive Gasoline. The Government will award one firm fixed price contract for a four (4) year base period with three (3) one-year option periods. The period of performance is estimated to begin on January 21, 2027. AREA OF CONSIDERATION: DFSP Al Udeid, Qatar ESTIMATED DAILY THROUGHPUT: 650,000 USG CAPABILITIES SOUGHT: Storage Aviation Fuel Grade JP8 Receiving capability via pipeline from Umm Sa id and from the Tank Truck Offloading Facility (TTOF), and transfer product between the Bulk Storage area and the Operating Storage, transferring product from the Operating Storage to the Hydrant System, transferring product to the tank truck loading facilities, and transferring product from Bulk Storage to the Tanker Hydrant System. Past Performance. Do you have past performance as a prime contractor or subcontractor on a service contract for similar fuels management requirements?
