A market-research effort seeks sources capable of providing Contractor-Owned, Contractor-Operated (COCO) JAA aviation fuel storage and transportation services near Dover AFB/Port Mahon, DE. The requirement envisions about 443,000 barrels of storage in a tank farm with at least two interconnected tanks isolated from other facilities and products, and an annual throughput of about 800,000 barrels (400k issued, 400k received). Ancillary capabilities include receipt by tank truck or barge, issue by pipeline and tank trucks, injection of Fuel System Icing Inhibitor, Corrosion Inhibitor, and Conductivity Additive, and filtration during receipt, shipping, and tank-to-tank transfers, with reference to API 1581 for aviation fuel filter/separator.

The planned contract would be four years firm-fixed-price, with a five-year option and a possible extension to cover up to six more months; wage requirements under the Service Contract Act (and possibly a collective bargaining agreement) may apply. Interested firms should submit a 15-page maximum response including a company profile, capability to provide qualified personnel, relevant past performance on COCO JAA storage/transport, potential teaming plans, SCA experience, accounting system adequacy, and a proposed phase-in plan, with responses by email.
