NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to make a single source award contract and is not a request for competitive proposals. The statutory authority for the use of other than full and open competition procedures for this procurement is prescribed by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy the agency s requirements. Defense Logistics Agency (DLA) Energy intends to issue a nine-year firm fixed price single source award contract to Delaware Storage and Pipeline Company, LLC (DS&PC), in accordance with 10 U.S.C. 2304(c)(1), Only One Responsible Source. The contract will provide contract services and ancillary facilities for receiving, protecting, and shipping U.S. Government-owned Turbine Aviation Fuel, Grade Jet-A and transferring it via the contractor s furnished pipeline system to Dover Air Force Base (AFB), DE. All responsible sources may submit a capability statement demonstrating the ability to provide the requested service, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice of intent to sole source on or before August 12, 2025, at 9:00 am Local Time Ft, Belvoir, VA. by sending an email to omar.ruiz-velazquez@dla.mil. Telephone submissions will not be considered. The North American Industry Classification System (NAICS) code for this services requirement is 493190 with a size standard of $36.5 million per SBA Size Standards Table effective March 17, 2023. Background: The contract services and ancillary facilities at Port Mahon covers the unloading of Government-owned aviation fuel (JET-A/JAA) from tankers/barges at the port's dock and transferring it via a contractor s furnished pipeline system to Dover AFB. The contract requires an annual throughput of 820,000 barrels of Jet-A/JAA, supporting bulk petroleum needs for DLA Energy customers in Dover AFB. The Government will award a follow-on contract at Port Mahon on FY 26, aligning with the second phase of the dredging project.
