CMS is developing the EMMY (Eligibility Made Easy) platform, a centralized, API-based data exchange infrastructure designed to provide participating state Medicaid agencies with standardized access to trusted third-party data sources for eligibility verification. CMS has an operational need for authoritative payroll and employment verification data to support Medicaid eligibility determinations and to prepare for community engagement verification requirements established under the Working Families Tax Cut Act (WFTCA), subject to implementing guidance.
