AI-generated · Jan 21, 2026

Capability statements are being sought from all small business categories and HBCU/MI to help NASA determine the appropriate competition level and subcontracting goals for the Construction Management Enterprise Tool (CoMET). The effort is to acquire a commercial-off-the-shelf (COTS) capital program and project management solution, with the necessary configuration, implementation, and ongoing system administration and technical support to deliver a configured CoMET for NASA’s Office of Strategic Infrastructure. The tool will be a cloud-based SaaS solution, and the contractor will provide hosting, licensing, data architecture, integration, testing, training, maintenance, and remote services across all NASA centers.
