This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. The solicitation number stated above, and it is being issued as a request for quotation (RFQ). The United States Merchant Marine Academy (USMMA) at Kings Point, New York is soliciting for the services of a qualified Conservator capable of performing Conservation, relocation and display of a historical painting. The Contractor shall provide all tools, labor, equipment, transportation and supervision necessary to conserve, relocate and display (remove from the basement of our Mariner s Chapel and relocate to Wiley Hall) a portrait entitled Christ on Water . This is a Request for Quotation which will result in Firm Fixed Price (FFP) Purchase Order. The period of performance is from July 9, 2025 to September 5, 2025. See Attached Request for Quotation (RFQ) and Statement of Work (SOW). This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-06 Notice of Total Small Business Set-Aside which applies to this solicitation).
