(i) The successful vendor shall provide web-based comprehensive company financial capability assessments to lower the Government s risk of poor contract performance through access to company-provided financial statements, publicly available financial information, industry comparison studies, credit history information and market analysis information to include a comprehensive review of a company s financial capability to support is current and future workload and assessment of the probability of a company encountering liquidity or solvency problems. 24 Licenses required. (ii) This is a commercial product. Award will be based on how well the vendor s proposed product technical capability will meet the Government s need, price and past performance. All aspects of the technical specifications shall be addressed and demonstrated in the vendor s proposed product technical capability. Failure to adequately address all technical specifications will be determined unacceptable. A submission of demonstration/testing of web-based system is encouraged. The anticipated award date is May 18, 2026 with license activation effective no later than June 1, 2026. (iii) N/A. (iv) Technical specifications are attached to this Pre-Solicitation Notice.
