This notice is NOT a request for competitive proposals as the Government does not own or possess the facility necessary to facilitate competition for these services. However, all responsible sources may submit a capability statement which shall be considered by the agency. A determination not to compete this requirement, based on responses to this notice, is solely withing the discretion of the Government. The Government will NOT be responsible for any cost incurred by interested parties in responding to this synopsis. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice. Issue date of the solicitation is 17 April 2026, with response date for receipt of proposal 21 April 2026. As this effort is currently considered a sole source requirement; the RFP will NOT be posted to SAM.GOV.
