Provide contractor-provided Advanced Tactical Shooting, Small Unit Tactics / Close Quarters Combat, Breaching, and Driving skills training, along with the necessary facilities and materials, to support Explosive Ordnance Disposal Group TWO as part of the Force Readiness Training Plan and Unit Level Training. This is a market-research/Planning-Only notice—not a solicitation or commitment—and any resulting contract would likely be firm-fixed-price with a multi-year ordering period and a possible short extension. A draft Performance Work Statement is attached for details.

Interested firms should submit a capabilities statement addressing: ability to perform the required services per the attached PWS; your time and approach for proposing (technical, past performance, and price) and the expected proposal timeline; whether you can be a prime or a subcontractor (and the anticipated subcontracting split if applicable); whether the needed items can be sourced via existing Government contracts; your company size and status; CAGE and UEI codes; whether you or any team members would need to subcontract, and if so, the planned percent of work and Subcontractor types; and how you would meet potential small-business set-aside requirements (including teaming plans to satisfy the 50% principal effort rule). Include documentation of qualifications sufficient for the Government to determine capability to meet the PWS and reference “EODGRU Instructor Support Services.” Limit responses to 10 pages, and submit via the designated Navy points of contact. Responses are for market research only and will not be publicly released or lead to a contract obligation. Information may be updated prior to any official solicitation.

Request for Information (RFI) / Sources Sought Notice Pursuant to FAR clause 52.215-3 entitled Request for Information or Solicitation for Planning Purposes, this announcement constitutes a Sources Sought Notice for information and planning purposes for qualified and experienced sources to provide Combat Skills Courses of Instruction in support of Explosive Ordnance Disposal Group TWO (EODGRU TWO) as defined in the attached draft Performance Work Statement (PWS). This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. It is not to be construed in any way as a commitment by the Government for any purpose other than to gain the information requested, nor will the Government pay for the information submitted in response. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. Scope The objective of this requirement is to obtain Contractor provided Advanced Tactical Shooting (ATS), Small Unit Tactics (SMUT) / Close Quarters Combat (CQC), Breaching, and Driving skills service, facilities, and materials that will lay the groundwork for EODGRU TWO personnel throughout phases of the Force Readiness Training Plan (FRTP) to include Unit Level Training (ULT).
