Summary

AI-generated · Jan 15, 2026

Provide monitoring of the Streaked Horned Lark on Columbia River dredged material placement sites along the Lower Columbia River (between Astoria, OR and Vancouver, WA). The work involves conducting occupancy and abundance surveys, habitat assessment, and population-trend evaluation across multiple sites, with access often requiring a boat to reach island locations. The contractor will furnish all personnel, equipment, transportation, and other necessary non-personal services to perform the monitoring in accordance with a draft performance work statement and the attached monitoring-location map, for a roughly one-year period.

Submit a capability statement that demonstrates highly qualified biologists with recent SHLA monitoring experience, including surveys on large, fast-moving rivers, data/field reports/GIS metadata submissions, and experience applying methods similar to the referenced 2016 survey framework for SHLA occupancy, abundance, and trends. Include relevant work from the last ten years and experience identifying suitable nesting habitat. This Sources Sought is for market research only, not a solicitation or commitment to award, and responses are voluntary with no funds provided for responding.
