The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2025-05. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000e. However, this solicitation is not set aside for total small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intends to contract on a sole source basis with Diagnosys of Lowell, MA to procure a new ColorDome with UV LED Stimulators Xenon and the following products and services: Model D137 - ColorDome with UV LED Stimulators Xenon with UV, Red, Green, Blue LEDs (i.e., include UV LEDs; drop Amber LEDs). ColorDome is necessary because it can be customized to generate different blue, green, red, and xenon light at various intensities. These different lights are used as stimulators for the animal eyes which we can then measure their responses. In addition, this ColorDome is in the shape of a cradle. This feature is important because it can shield animals from outside/environmental light which will interfere with the test. There is no other similar product in the market that is in the right shape and can be customized and calibrated to generate lights at different wavelengths and intensities. The ColorDome can be customized with different LED light stimulators generating various wavelength lights according to our experimental needs. It can install UV LED light which is in the sensitive range of mouse vision. The lab currently has a Diagnosys ColorDome E3, however the lab needs a replacement/updated ColorDome for ongoing experiments. Only the requested ColorDome, is compatible and will interact optimally with the labs existing Diagnosys ColorDome E3 console and computer, which is a must for this requirement. In addition, the same set up is required for consistency of ongoing experiments. Diagnosys is the only known supplier of the Model D137 Color Dome system. Delivery/Installation: Delivery Address: National Institutes of Health 9000 Rockville Pike Bethesda, MD 20892 This will be a Firm Fixed Price Purchase Order. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302. This notice of intent is not a request for competitive quotations. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Products and Commercial Services (May 2024) (Deviation Feb 2025) with its offer.
