Summary

AI-generated · Aug 24, 2025

Manufacture and deliver a Cold Weather Glove System consisting of four items: Item 1 mitten liner/insert, Item 2 intermediate cold weather glove, Item 3 extreme cold weather mitten shell with trigger finger Type II, and Item 4 extreme cold weather mitten shell full mitten Type I. Each item must conform to its respective MIL-DTL specification and pattern dates. The four items are organized into four lots, with the government aiming for four separate awards to ensure multiple sources and ongoing supply, though awards may be consolidated if in the government’s best interest.

Lot 0001 and Lot 0002 cover Items 1 & 2; Lot 0003 and Lot 0004 cover Items 3 & 4. Lot 0001 and Lot 0002 are unrestricted with HUBZone price evaluation preference; Lot 0003 and Lot 0004 are 100% small-business set-aside. Each lot covers a 60-month ordering period with five 12-month pricing tiers, a minimum quantity of 18,912 pairs, an annual estimated quantity of 75,510 per tier, and a maximum of 566,352 pairs per lot. Delivery destinations include four distribution points, with a maximum of 9,439 pairs per 30 days (18,878 per month in contingency operations). The government will use a best-value trade-off evaluation for Lot 0001 and Lot 0002, weighing Product Demonstration Model, Surge and Sustainment, Past Performance Confidence, and Small Business Support more heavily than price, which becomes more influential only as other factors diverge. Proposals will be submitted electronically.
