It includes establishing a hosting infrastructure, security measures, a content management system, and a ticketing system to support the existing site, plus ongoing maintenance to prevent outages and protect data, with compatibility across modern browsers and mobile devices.

Respondents are asked to provide estimates for: (1) the calendar time and labor hours needed to establish the hosting infrastructure for the current site; (2) total labor hours and costs for one year of development, sustainment, and maintenance, including a transition period (30–90 days) to stand up the base year and three subsequent 12-month option years; and (3) the most recent contract number for a similar website project with another government agency.
