Summary

AI-generated · Aug 23, 2025

A sole-source, firm-fixed-price contract is being pursued with FEEA CHILDCARE SERVICES, INC. to provide the Childcare Subsidy Data Service and ongoing maintenance as part of the agency’s Work Life programs that subsidize childcare for lower-income federal employees. The arrangement supports continuity of a long-standing program, leverages FEEA’s familiarity with the system and its ability to protect employees’ PII, and aims to maintain morale, recruitment/retention, productivity, and access to quality childcare. If this action were not awarded, delays from clearance processes and staff training could be incurred, making continuity more costly and inefficient.

Requested under FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1), this action is non-competitive to ensure economy and continuity. Interested parties may indicate their interest and capability; responses within the 15-day window will be considered to determine whether a competitive procurement will be pursued. Any decision not to compete will be at the government’s discretion. Submit responses by the stated deadline to be considered.

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to FEEA CHILDCARE SERVICES, INC. for the Childcare Subsidy Data Service and Maintenance. CDC/ATSDR have committed to provide childcare subsidies for lower income federal employees as a permanent component of the agencies Work Life programs. By offering this additional component of the Work Life Programs, benefits include improved morale, increased ability to recruit and retain highly qualified employees, increased productivity and added value to the agency. It also provides employees the ability to afford high quality childcare. This non-competitive action is the urgent and compelling need for continuity. FEEA the established vendor is familiar with the program and has the systems in place to protect the employees PII. If FEEA is not awarded this action, there will be considerable delays due to the elaborate systems clearance process that ISSO is still working on with FEEA. In addition, training new staff would cause additional delays, following the procedure would result in unacceptable delays. In the interest of economy and efficiency, the work is a follow-up to an original contract due to the need for continuity. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at zsm9@cdc.gov by COB 3pm EST, July 08, 2025.
