Summary

AI-generated · Jun 17, 2026

A market research effort seeks qualified sources to provide Firing Range Services to support TSA field operations. This is not a solicitation. The government wants to understand who can supply established firing ranges, their capability, and their small-business or other socio-economic status to determine the best acquisition approach and whether a set-aside is possible. Vendors should submit a capabilities statement (max four pages) addressing how they can meet the draft requirements, include full company details and current business size status, and explain experience providing similar services; responses must be in PDF or Word and not by phone.

Draft requirements call for rental/usage of an existing, established live-fire range within 15 miles of Coffey Point Dr and Beam Rd, Charlotte, NC, accessible by vehicle within a 30-minute drive. The range must meet extensive specifications (e.g., at least 24 firing points, a fully concrete surface with specific shooting positions, a cleaning area, space for two 10x24 ft trailers, on-site parking for up to 15 vehicles, restrooms with running water, and weather coverage for outdoor use). It may be indoor or outdoor but outdoor must provide weather protection; the site must support night-fire drills, proper drainage and all-weather surface, and shade for up to 24 students and six instructors. It must accommodate all handgun calibers (including frangible ammo for steel targets), shotgun slug, and rifle ammunition, allow movement between firing points and various drills (holster draws, rapid-fire, instructor-guided moves), and use non-deflective materials. The range must have target bases or remote targets compatible with standard targets, movable barricades for longer ranges, and adequate lighting and ventilation (if indoor). The DHS will have priority scheduling with at least 30 days’ notice, with DHS personnel expected to use the range about 10 days per month. Bids must include evidence of lead-exposure testing and OSHA compliance documentation.
