Synopsis Title: CH-53K Program O-Level Bag Group B The Naval Air Warfare Center, Aircraft Division, Lakehurst, New Jersey intends to issue a Firm Fixed Price (FFP) contract on a competitive basis for the procurement of items of Peculiar Support Equipment (PSE) as outlined in the attached spreadsheet. These items are in support of the NAVAIR CH-53K Program, and Foreign Military Sales Program for Israel maintenance operations at the O-Level of maintenance for the CH-53K Aircraft. Specific information regarding solicitation N68335-26-R-1028 will be issued and posted on the SAM website in the near future. No telephone or written requests for the solicitation will be accepted. Amendments to the solicitation, if issued, will be posted to the same website. After solicitation release, vendors should regularly access the website to ensure they have all of the amendments. This synopsis is hereby amended to include the following CMMC Requirement: Cybersecurity is a top priority for the Department of Defense (DoD). The defense industrial base (DIB) faces increasingly frequent and complex cyberattacks. To strengthen DIB cybersecurity and better safeguard DoD information, the DoD developed the Cybersecurity Maturity Model Certification (CMMC) Program to assess DoD cybersecurity requirements pertaining to Federal Contract Information (FCI) and Controlled Unclassified Information (CUI). The items in this acquisition have been deemed to fall into CMMC Level 2- Self-Assessment. CMMC Level 2 requires implementation of the 110 security requirements set forth in NIST SP 800 171 Rev. 2 to protect CUI in contractor information systems. Level 2 assessments are conducted every three years. The Naval Air Warfare Center Aircraft Division (NAWC-AD) is officially releasing a Request For Proposal (RFP) for a Firm Fixed Price (FFP) contract on a competitive basis for the procurement of Peculiar Support Equipment (PSE) as outlined in the attached Solicitation N68335-26-R-1028 and related attachments. The PSE items are required in support of the NAVAIR CH-53K Program and the Foreign Miitary Sales (FMS) Program Israel, Case IS-P-SCN, to facilitate O-level maintenance operations for the CH-53K Aircraft. This solicitation is being issued as a 100% Small Business Set-Aside in accordance with FAR Part 19. Technical Data Package and Export Control Requirements This solicitation includes DFARS 252.204-2075, Notice of Cybersecurity Maturity Model Certification (CMMC) Requirements. The technical data package contains Controlled Unclassified Information (CUI). Offerors must obtain access to the CUI drawing package to prepare a proposal. Proof of CMMC Level 2 (self-assessment) certification is required to request access to the technical data package. Refer to Section A of the solicitation document for full instructions regarding CMMC. The Government owns the Build-to-PRint Technical Drawing Package, which is considered Export Controlled. All Offerors must possess a current and certified DD Form 2345 (Militarily Critical Technical Data Agreement) to request access to the drawing.
