Summary

AI-generated · Dec 20, 2025

Integrated Logistics Support (ILS) products and management are being procured to sustain the CH-53K helicopter during production and in-service life. A sole-source delivery order will be issued to Sikorsky (a Lockheed Martin company) under a Basic Order Agreement to provide ILS products and related management, with a base period and four options plus a six-month extension, in a Cost Plus Fixed-Fee (CPFF) arrangement. The base funds come from FY27 and the option funds from FY28-FY31. This is a single-source action under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, given Sikorsky’s status as CH-53K’s designer, developer, and sole producer and the government’s lack of adequate license rights to the necessary technical data for a competitive procurement.

This notice is not a request for competitive proposals, but interested parties may identify their capability to meet the requirement. Information received will be used to determine whether a competitive procurement should be pursued. Responses should be submitted in writing by the closing date of the synopsis; inquiries by phone will not be entertained. For those seeking subcontracting opportunities, contact Sikorsky’s Subcontracting Manager through the provided channels.

The intended contract will be a delivery order under Basic Order Agreement (BOA) N00019-23-G-0002 for a Delivery Order with a base plus four options to include a six month option to extend in accordance with FAR 52.217-9. The Delivery Order is anticipated to be Cost Plus Fixed-Fee (CPFF) type Contract Line Item Numbers (CLINs) and the base CLINs to be funded with FY27 funds. The option CLINs will be CPFF and funded with FY28-FY231 funds. The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements. Sikorsky is the designer, developer, and sole producer of the CH-53K aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K program. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. The Government will consider all information received prior to the closing date of this synopsis.
