The contract covers all labor, materials, equipment, transportation, subcontracts, consultants, and supplies needed to design and construct the described facilities, with a tentative 30-month period of performance from NTP and a project magnitude between $25 million and $100 million.

Procurement will use a Best Value Trade-Off in a two-step process, with the RFP posted on the standard government portals. FMF eligibility restricts awards to United States–based firms and joint ventures. This is a pre-solicitation notice; no response is required, and costs incurred in responding will not be reimbursed. Phase-One of the RFP will be released later through the designated procurement channels.
