1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the replacement and upgrade of the parking lot and associated infrastructure at CFA-608 and CFA-609. This project is intended to improve site safety, accessibility, and operational reliability. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The parking lot and surrounding infrastructure at CFA-608/609 require replacement due to aging surfaces and outdated components. The contract is subdivided into three zones, with the intent to award at least Zone 1, and optionally Zones 2 and/or 3 as funding permits.
