1. INTRODUCTION Battelle Energy Alliance, LLC (BEA) Management & Operating Contractor of the U.S. Department of Energy (DOE) owned Idaho National Laboratory (INL), is seeking an Expression of Interest (EOI) from qualified vendors for the replacement of the HVAC system servicing CFA-1609. The current system has exceeded its useful life, is inefficient, and relies on obsolete refrigerant, making repairs increasingly difficult and unreliable. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The HVAC system at CFA-1609 is critical to maintaining environmental control and operational reliability. Due to frequent failures and aging infrastructure, BEA recommends full replacement of the system.
